Delhi Court Convicts Raj Singh in Cheque Bounce Case; Records Shocking Courtroom Misconduct
In a significant judgment, a Delhi court has convicted Raj Singh under Section 138 of the Negotiable Instruments Act, 1881, in a case filed by M/s Vintage Credit and Leasing Pvt. Ltd. However, the moment of justice was marred by a disturbing incident of courtroom misconduct that unfolded soon after the verdict was pronounced.
The case, registered as Ct. Cases 18139/2019, had been pending for over five years. On April 2, 2025, Shivangi Mangla, Judicial Magistrate First Class (NI Act)-05, Dwarka Courts, convicted the accused for issuing a dishonoured cheque, affirming the complainant's claims.
Outburst in Open Court
What followed the judgment was described by the judge as an “eruption of anger.” The accused, Raj Singh, began hurling abusive and derogatory remarks in open court, including personal insults directed at the judge. Shockingly, he attempted to throw an object at the judge and pressured his advocate, Sh. Atul Kumar, to manipulate the outcome, reportedly telling him to “do anything to get judgment in his favour.”
The judge’s order also records that both the accused and his counsel continued to harass and threaten her, with disturbing statements like:
> "Tu hai kya cheez... tu bahar mil, dekhte hai kaise zinda ghar jaati hai..."
There were even threats to file false complaints and demands for her resignation if the conviction was not reversed.
Despite the intimidation, the judge stood firm, writing:
> "Still, the undersigned stands against all the odds and always does the needful in favor of justice."
Legal Repercussions
Taking the matter seriously, the court issued a notice to Advocate Sh. Atul Kumar to provide a written explanation for his behavior and to show cause why criminal contempt proceedings should not be initiated against him.
The accused, Raj Singh, was directed to furnish bail bonds under Section 437A CrPC, ensuring his presence in any further proceedings.
The judge has also expressed her intent to approach the National Commission for Women, Delhi, regarding the harassment and threats made against her.
This incident is a stark reminder of the challenges judicial officers often face in the line of duty, and it highlights the importance of protecting the dignity and independence of the judiciary.
